One likes to think that executions lie solely within the purview of medi�val nations gripped by Christian paranoia or dictatorships with chips on their shoulders, but that's just not true.

The last execution in France was the beheading of Hamida Djandoubi in September 1977. Capital punishment in Canada was abolished for all crimes save Treason and Mutiny in 1976 after a long line of increasingly restrictive ammendments, and then completely in 1998. According to Amnesty International, the murder rate in Canada has been declining ever since, from 2.8 per 100,000 people in 1976 to 1.9 in 1998.Which makes the case of John W. Byrd Jr in Ohio seem so rediculous. He contends that he is innocent, and wants to be executed by electric chair to illustrate the savagery of capital punishment, though the norm in that state is lethal injection. According to law, he can choose whichever of the two he wants, but he might be denied the chair anyway.

Oh, BTW? in 1994 figures, Hamilton County clamis a murder rate of 6.09 per 100,000 population, which is *below* Ohio's average of 6.17.

Guys? *Honduras* has no legal death penalty. Nor does Colombia, South Africa, Bulgaria, or Azerbaijan. Does anyone see what I'm saying here?
